L0 is the level that keeps the house honest. Every program here reports what it did, when, and whether it worked — its refusals and defects along with its successes. Nothing on the level above can be trusted further than this record supports it.
Before a number reaches the star, something has to be watching the machine that put it there. The Chaplain is that witness — the house’s one record of what it did, when, and whether it worked. Every program in this system reports to it: a run beginning, a verdict, a defect it found in its own work.
It is deliberately unflattering. A record that can only say yes is a brochure, so the Chaplain counts refusals, failures and unfinished work beside the successes, and the board two pages on publishes what is not built. L0 is the level that makes L1 believable.
